Secunia PSI 3.0 Stuck on "Determining Which Files to Scan"

As an avid gamer, a programmer by profession, and a musician (composer), maintaining my computer is essential. That means making sure my drivers are up to date and all of my programs are up to date as well.

One of the programs I fell in love with many years ago is Secunia's Personal Software Inspector or PSI.

It is one of the few programs out there that effectively scans all of the software you have installed, then fetches updates for them. They have the largest user-contributed databases of software so it detects the majority of programs people use, and it makes keeping all of your software up to date.

Some time ago, I installed Secunia PSI 3.0, replacing the 2.0 version I had, on my Windows 8.1 machine (x64) and ran into a very familiar problem.

The problem is that the 2.0 verison of Secunia PSI 3.0 would get stuck on part of the initial phase, "determiing which files to scan" and wouldn't move further.

Secunia PSI 3.0 Stuck Determining Which Files To Scan

This is a problem I recently solved, and I wanted to share this fix with everyone.

This fix includes information on Secunia's site, plus an addition of my own. I believe that all the solutions combined is what made it work.

Check out the videos:

Update: Just as a quick update, I went back into my firewall, removed the new rules I created and edited the original ones to include "Private" as part of the rule. It's exactly the same as creating new rules, but I thought it would be neater like that - personal preference.

I hope this solution works for you. Please like, share and leave a comment below. I'd love you hear your feedback!
